Things to Consider
Images are a supplemental artifact supporting the content of a page. They cannot communicate key information that’s not covered elsewhere on the page, so that it’s accessible for visually impaired visitors.
The image itself must provide value to the constituent. Show real people, real moments. Stock images are not allowed.
Include an image description for all images.
